RDCK announces Stuart Horn as new Chief Administrative Officer

It didn’t take long for the Regional District of Central Kootenay to find a person to take control of the ship’s helm.

The RDCK board appointed Stuart Horn as its new Chief Administrative Officer, effective August 31.

“The decision was unanimous,” said John Kettle, Board Chair said in a prepared statement. “We had a succession plan in place and we’re confident in the plan and in our staff.”

Horn is currently the General Manager of Finance and Administration. He will replace Brian Carruthers, who is leaving the RDCK to assume the role of CAO at the Cowichan Valley Regional District.

Horn has more than 11 years of professional accounting experience and has been specializing in forensic accounting for the past eight years.

Forensic accounting experience includes investigations (employee fraud, securities fraud, stock option backdating), contract compliance work, and litigation support including valuations and economic damage quantifications.

“I’m excited to take on this new role and challenge and to continue the great work of my predecessor, Brian Carruthers,” said Horn, who is the former head of KPMG’s Corporate Intelligence practice in Canada, where he led due diligence reviews in Canada and throughout the world.

“The RDCK has a strong team and I look forward to working with the Board and staff to continue to deliver quality services in a fiscally responsible manner.”

“The Board wishes Stuart the best of success as our CAO,” said Kettle.

The RDCK is presently undergoing a remodel of the Lakeside Drive facility.

Carpenters have been in the building renovating the facility in preparation for the new furniture which is expected to arrive soon from a Vancouver Island company.

The decision to purchase the new furniture from outside the RDCK boundaries was defended by former CAO Carruthers, who said at the time several factors favoured Graphic Office Interior Ltd. rather than Nelson’s Cowan Office Supply, mainly warranty and specifications.
